Q. How would you fund starting the new sporting precinct?

Ron BauerFirstly I would take $200,000 out of the 1 million dollars Tracks and Trails budget and immediately start the rezoning of the Hilton Chadwick reserve. With the seat of Bass on a knife edge and the Liberals being challenged by now independent Russell Broadbent, this is the perfect time to get both possible incoming governments to commit to the recreation reserve. Through the Lyons Club I have also suggested some fundraising ideas for the reserve. I am sure the entire community would support various fundraising initiatives to make the recreation  masterplan a reality. 
John TrigtWe have been told that unless it’s in the Long-Term Financial Plan it will have to wait, well in the current plan it has forty six million dollars earmarked for Aquatics, why are we waiting. Again, I would push for if we can’t get government help why don’t we look for a Public/Private approach.

Tracey BellI understand there have been several community fundraisers so I’d be looking to find out where that money is and how much it is.  It would have to be a phased approach because it’s a hugely expensive proposal as a whole and I imagine the vitriol a council will get from the community if debt is incurred.  Grants from state and/or federal government usually would rely on evidence that the community is committed to the use of the funds which would probably have to come in the form of some more fundraising.  Of course, Island Voice is against rate rises, which is where council gets its money for facilities, so it’s a tricky one – how do we pay for stuff when the public pressure is to reduce the income?  I might open that up for some community consultation. 
David RooksIn my last term, I advocated for a budget bid for the master plan to take place.  I also advocated for the next stage that was road access and broad infrastructure development, however it didn’t make this years budget. To begin funding the sporting precinct we need to get budget allocation into the Long Term Financial Plan (10 year plan).  This plan comes to Council in the 1st year of this term.  We need to get the funding in the early stages of that financial plan.  I will be advocating for this outcome.  As part of this process when we revise the current Long Term Financial Plan there may be opportunities to move funding from other capital planned work into the sporting precinct. With a budget allocation we can then look to the state and federal government for support funding.

If elected, I would advocate for said analysis and so determine which funds from an existing Phillip Island allocation could be diverted, e.g. Cowes Streetscape Upgrade.  The Council can then  initiate development of the precinct. I would also change lobbying of the government from streetscape development/beautification to one of improving the health outlook of current and future residents and visitors by funding a sports precinct.
